\par Administration Representatives to the Reconciliation Committee, Ted DeLaca, Roger Smith, and me, have met with and received a revised policy on Classified/Proprietary Research from Facult
y Senate Reconciliation Committee Members Mark Box, Rich Collins, and Peter McRoy.  The following is my analysis of the revised policy.

\par The revised policy reflects the Senate Reconciliation Committee Members\rquote  attempt to address the concerns raised in your
 September 8 response to the proposed policy (attached) and discussed in a reconciliation committee meeting.  However, the revised policy still creates substantive restrictions on research, which amount to an impermissible regulation.   The revised policy
 also continues to provide for a Faculty Research Oversight Committee consisting of nine members of the faculty senate.  This committee would be required to review \ldblquote proposals identified as classified or proprietary\rdblquote 
 before a proposal could be submitted.  As a result, concerns remain regarding prompt review and broad dissemination of classified/proprietary information.}{\cs35\f0\super \chftn {\footnote \pard\plain \s34\widctlpar\adjustright \fs20\cgrid {\cs35\super 
\chftn }{ The preamble states that the committee would review an unclassified report of the proposal, but the Review Process does not reflect that limitation.}}}{\f0 
  As a result, it is my opinion that the revised policy falls short of creating a review process which would be consistent with Regents\rquote  Policy 10.07.02 and workable for UAF.

\par I would note that the provisions establishing substantive restrictions on University research in both the original and revised policy are contained in sections entitled \ldblquote Guidelines.\rdblquote   The heading is thus inconsistent with
 the content, e.g., \ldblquote The University will undertake only those contracts . . .;\rdblquote  \ldblquote The University will under no circumstances . . .;\rdblquote  \ldblquote the University will not enter into or renew  any contract . . .
\rdblquote    If accepted by the chancellor, these provisions may well be interpreted as regulations imposing those restrictions.    
\par 
\par Your September 8, 2003, memo established a Classified Research Review Committee.  The memo required that this committee advise you with respect to the potential impact of any classified resea
rch on a number of areas of concern.  Those areas of concern were based in large part on the proposed senate policy and on other similar policies. The memo also required that committee to keep records of the general nature of classified research as well a
s a summary of the committee\rquote s evaluation and recommendation.

\par The Faculty Senate is free to establish a standing committee on classified research, to review the non-classified records and summaries of the Classified Research Review Committee\rquote s evaluation 
and recommendation, and, I assume, your determination as to whether to proceed.  The Senate\rquote 
s committee or the Senate itself may then provide feedback, advice or comment to the administration as it sees fit.  It would seem that a process along these lines 
would allow the senate to provide review and input consistent with its principles, while allowing UAF administration to comply with Regents\rquote  Policy.

\par Please let me and the administration representatives know if you think it appropriate to forward a response along these lines to the Senate Reconciliation Committee.

  The mission of the CDFS program is to provide necessary preparation for early childhood educators who wish to advance their professional knowledge and career opportunities with specialized study in curriculum, administration or family support.

 Reauthorization Act, 50% of Headstart Teachers are required to have a Bachelors degree by 2008, with the intent that eventually all Headstart teachers will be so qualified. In addition, qualifications beyond an Associate degree are required or recommende

 for all preschool teachers and many other positions in the field including:  family advocates, home visitors, curriculum coordinators and administrators.  Employers for all of these positions regularly seek applicants with baccalaureate degrees. Recently
 employers have been hiring candidates from out of state in order to find qualified applicants.

\par Furthermore, many of the current graduates of the ECE AAS degree want greater knowledge in this field, even if it is not required for their jobs.  Since there 
is no relevant degree available here, they go out of state, seek a less satisfying degree through the complex interdisciplinary process, change careers completely, or leave the university with unfulfilled career aspirations, unprepared for the more challe
nging positions in the early childhood profession.

\par According to multiple sources there are approximately 5000 early childhood jobs in 91视频.  The new BA in ECE at the UA campus is trying to prepare people for approximately 50% of those jobs, plus K-3 teac
hers in the Anchorage bowl.  The UAF program is intended to serve the rest of the state, focusing on Child Development and Family Studies, rather than Education.  Most early childhood professionals are mature women, with growing families and strong family

\par Three recent Fairbanks administrative positions went to applicants from outside the community who had relevant bachelor\rquote s degrees.  Likewise a recent Curriculum Coordinator position was filled with someone with a bachelor\rquote 
s degree instead of one of our AAS graduates.

\par In the Headstart Reauthorization Act, Headstart teachers are required to have a BA by 2008.  Curriculum specialists and many administrative positions already require a bachelor\rquote 
s degree.  Historically these positions lead the way; if they are required to have a bachelor\rquote s degree others will be required to have baccalaureate level preparation for employment in the future.

\par The recipient should be a serving member of the UAF Faculty Senate or a serving member of a permanent or standing committee of the Faculty Senate who has made a major contribution to the faculty's and student's welfare, t
o the faculty's ability to carry out its duties more effectively, to the general betterment of the University outside the teaching and research function, or has shown wise and courageous leadership (and responsibility) in behalf of the faculty and Univers
ity.  This should be an award for service, not teaching or research, above and beyond that normally expected from an individual.

\par NON-ELIGIBILITY:  
\par The President and President-Elect of the Faculty Senate are not eligible to receive this award in their positions during their years of service.

\par PROCEDURES:  
\par Any eligible Faculty Senate member may nominate a candidate for the OSYA.  The letter of nomination should include a brief list of the Senator's accomplishments and a cover letter that makes the case 
for the nominee.  The nomination should be submitted to the Faculty Senate President by March 1.  
\par 
\par The Screening Committee will consist of five members.  One member will be appointed from the Provost Council by the Provost.  The Faculty Senate will select
 four (4) members one of whom will be the President-Elect, and three others, none of whom is a nominee, in the March meeting of the Senate.  This committee will meet prior to the April meeting of the Senate to screen all applicants and select one or two c
andidates that are recommended to the Senate President.

\par In the April Faculty Senate meeting, the committee shall move the appropriate resolution(s).  After appropriate discussion, the full Senate shall vote by secret ballot on the motions.  A simple majo
rity vote of those attending will be necessary for the Senate to confirm an OSYA.  The votes will be counted by the President and Secretary of the Senate, and the award is announced by the President of the Senate.

\par The award is to be presented by the President of the Senate and the form of the award shall be a framed, hand-lettered certificate that contains the resolution passed by the Senate and the signatures of the Faculty Senate President and President-Elect.

\par The committee discussed three trial course requests.  One request was approved, two others were send back to the individual faculty members to provide more detailed information in the syllabus and justification for stacking, respectively.

\par b) Number of credits per semester for graduate students
\par Dr. Henrichs provided the committee with an overview on the current regulations concerning the maximum number of credits one student can take pe
r semester.  After discussing this issue, GAAC asked Dr. Henrichs to draft a policy that would set upper limits to the number of credits per semester per student.  At present, a student needs the approval by the major advisor and the department chair, if 
the student takes 19 credits or more. A new policy was discussed that would require additional approval by the dean of the school, if the number of credits equals or exceeds 20.

\par c) Syllabus requirements
\par The GAAC recommends to develop a list of basic information that is required in course syllabi. The recommendations of the Curricular Affairs Committee were distributed to the GAAC members and will be reviewed at the next meeting.

\par d) Date of Admission
\par Mike Earnest (Associate director of Admission) informed t
he GAAC members about the ideas to move the date of admission forward to May 1 or June 1 (at present: August 1).  Reason for the change is the very short processing time between the end of the application period and the start of the semester.  GAAC recomm
ended to move it forward to June 1.  Dr. Henrichs agreed that her office will contact the individuals units at UAF to see whether they agree with such a change.  Such a change could be implemented in 2005.

 was found unacceptable.  We have sought further clarification from the department head about internal consistency in approving petitions.

\par 3. We also struggled with a request from the Foreign Languages department to postpone the \ldblquote O\rdblquote  assessment for a cours
e.  Although there are extenuating circumstances this spring, we feel quite strongly that there should be some consistency to course offerings, i.e. students should receive the \ldblquote O\rdblquote 
 portion of a course regardless of who is teaching the course.   We are encouraging the Foreign Language faculty to schedule a workshop on \ldblquote O\rdblquote  courses with the Communications department.
