 that Michael Hannigan resigned as President-elect effective October 12th.  The Administrative Committee voted at their meeting on October 18th to opennominations for the position of President-elect.  Nomination will remain open until November 29th.  One 
nomination has been received for Paul Layer.  The election will take place at the next Faculty Senate meeting on December 13th.

\par Abel indicated that one of his goals for this year was to strengthen shared governance and improve communication between the f
aculty and administration.  The year has started off really well.  In contrast to last year when the faculty had the feeling that we weren't contributing very much to the outcomes based budgeting process that was directed by statewide, this year is a very
 
different story.  Pat Pitney and Glenn White from Institutional Research Office from statewide have gone out of their way to involve faculty in the discussions early on.  We are now involved in three working groups.  Faculty and Organization Outreach and 
Partnership--Linda Tannehill has agreed to serve on this working group.  There is a working group on Programs conducting Outcomes Assessment--several members of the Faculty Alliance are involved.  
\par There is also a working group on Enrollment Management.  All of these working groups are going forward with significant faculty input.  This is a change from last year.  
\par 
\par In addition, at UAF the Provost's Council has worked on outcomes based budgeting.  Abel is on the Provost Council and has followed that process closely.  
\par 
\par The communication with Chancellor Steve Jones is excellent.  
\par 
\par President Mark Hamilton has appointed six faculty members to the VPAA search committee, two faculty members from each campus.  Abel and Carol Gold will be representing UAF.  That is a significant number of faculty members on that search committee.

\par Jim Johnson, from statewide Human Resources office asked Abel to serve on a UA General Council search committee. 
\par 
\par There are a large number of program that need to be reviewed this year
.  They include programs in CLA, CNSM, and CRA-TVC.  There are about 50 faculty needed to fill the Program Review Committees.  Please talk with your faculty and encourage them to be on these committees.  It's a great opportunity to learn about other progr

\par 1)  Performance Based Budgeting.  The Provost Council has been working on this since last year.  Provost Reichardt is currently working on a memo that dist
ributed $400,000 of performance based money to the school/institutes according to a scoring system agreed to by the Provost Council.  The units have been divided into three tiers.  The only string will be that the deans/directors need to tell him what it 
w
ill be used for.  They will continue with performance based budgeting but in a different way.  What has been accomplished this year is agreement on some common markers of performances.  There is agreement on a process.  Where he intends to move towards ne
xt year is a contract basis where he negotiates with each of the deans and directors a set of performance goals for the unit.  Then performance will be based upon that.  We will want to include some of the systemwide measures in there.  
\par 
\par 2)  Information Technology \endash 
 The Chancellor and President agreed to launch a merger of IT responsibilities between UAF and UA.  Steve Smith will be leading this effort.  We need to decide what kind of lead administrator we want for IT at UAF.  We are committed to combining 
into the IT unit the Department of Communications and Computing, the Center for Academic Technology, and telephone utilities.   Over the next couple of months the position details will be formulated and the relationships between that person and UAF and st
atewide.  
\par 
\par 3)  Operational Review \endash  We spent a day and a half looking at finances, organizations, employment patterns, and recruitment patterns.  Half the time was spent with deans and directors making presentation on their units.  A copy of the data is lo
cated in the Provost Office.  It consists of a lot of financial information.  
\par 
\par 4)  Visit by the Governor and his commissioners in October.  We are at the final stage on the follow-up from that visit.  The Provost Office is putting together a report from t
he host of each of the commissioners about what was accomplished during that meeting.  For example, the Deputy Commissioner for Fisheries expressed his intent to craft an MAU with the School of Fisheries and Ocean Sciences that would guarantee Department 
of Fish and Game funding of two master's degree students in the fisheries program each year.  A similar one includes some internship for Justice graduate students.

\par 5)  Research \endash  Paul McCarthy has been appointed as the interim vice provost for research. 
  He will be doing many tasks that Ted DeLaca performed. Some of the tasks have been shifted to John Blake in the proposal office.  UAF has hired a veterinary to cover those services.  We are within the final weeks of the Chancellor reaching the final dra
f
t of the position description for the Vice Chancellor of Research and Economic Development.  We will be recasting what was the Vice-Provost position and office into a Vice-Chancellor office.  Add to the position will be the business of economic developmen
t.  The institutes will continue to report to the Provost for the next two years.  After that the chancellor will make a determination of whether that will remain to be the case or if there will be some changes.

\par On the instructional program front, at the President\rquote 
s cabinet in December each of the three Chancellors is suppose to bring a set of programmatic ideas that it's institution will likely be pursuing over the next five years.  The Provost has talked with the deans and it will be on the Provost Co
uncil agenda.  Now is the time for the faculty to be talking about it.  They will be looking at what areas that are front and center to our mission and responsibilities.  Some may include a Ph.D. in Psychology; SNRAS is looking at ways to deliver the Geog
raphy baccalaureate degrees statewide; and there are a number of workforce development programs coming out of CRA.  Faculty need to work with their deans to develop a list.

\par Jake Poole has taken on a new responsibility at the university.  He has now assumed the new position as Vice Chancellor for University Advancement and Community Engagement.  What Chancello
r Jones did when he was visiting campus was ask everyone questions about what they thought needed to happen at the university within the first three months, six months, and year.  In fact he gave the deans and directors a homework assignment to develop a 
l
ist of issues that were necessary to make UAF a better place.  One of the things that came across very clear, based on input from deans/directors, was the need for coordinated and cooperative effort in advancing the university.  As a result of that he too
k
 on the task to look at how we can do that.  The Chancellor decided to combine the effort of a number of agencies and department on the campus.  They include Development, University Relations, Alumni, Athletics, and KUAC.  These are the classic advancemen
t
 organizations that you see in many universities such as development, university relations and alumni.  The community engagement side is KUAC and athletics.  Ann Ringstad is the Associate Vice Chancellor. They have been meeting with each one of the divisi
o
ns, meeting with deans/directors and many other groups to get a feel for where we are and where we need to go and what we need to do.  It is the interest of the office to have a coordinated and cooperative effort in advancement.  The big part of that is i
n
 fund raising.  The fund raising efforts are very important, especially as we start to see state monies going down.  But more important we need to be re-establishing and reconnecting with constituents whether they are business, corporations, foundations, 
o
r more importantly alumni and community friends and benefactors.  We will be looking at ways to make private fund raising more effective and more importantly provide us with more money to use which will off-set funding from the state.  They will spend the
 
next six months to a year re-establishing and reconnecting with many constituents.  One of those groups is drawing the alumni association back into the university.  They want to have a coordinated effort to keep people informed, both internally and outsid
e university.  And also work with the state and outside the state in making them understand how much we are doing and what we are capable of doing and what successes we've had.

\par Jake has asked deans for a list of good, solid projects who's needs are poten
tially marketable to private funding.   Its now a good time for faculty to pass those ideas on to their deans. The idea behind this office is to assist faculty in spreading the word of what you are doing, as a faculty member, as a department, as a college
 or school, or as the university.  And also going out and seeing how we can benefit from private funding to allow us to receive additional funds to augment what we are already getting through our grants and contracts and state funds.

\par Rich Caulfield has served on the Master Planning Committee for the last five year and as chair for the past three years.  He wishes to share what the committee does and invite everyone to be involved in the p
lanning process.  It is the university's mission and serves as the foundation for all the planning efforts that go forward.  91ÊÓƵ four years ago UAF hired a consultant to help put together a campus master plan.  In 2002 a master plan was completed for th
e
 campus as a whole.  It also included reference to the Tanana Valley Campus, and the rural campuses.  The purpose of the Master Plan is to be a guide for logical growth and change.  The plan is a living document and will change over time.  It is used in d
eveloping capital funding requests and in design and construction facilities and enhancing the environment in which we live.

\par The process started under Chancellor Wadlow and was tied to the accreditation process.  This was in 1998 and let to three importa
nt sub plans under the umbrella of the Master Plan itself.  Those are:  Circulation and Parking, Landscape and Outdoor Art, North Campus Area (West Ridge).

\par    1. Create an efficient and attractive campus environment conducive to learning.  
\par    2. Improve community access to the UAF campus.

\par    5. Highlight natural assets of campus and the unique northern environment.

\par The Master Plan Committee membership includes faculty, staff, students and members of the community.  Deb Horner is vice-chair.  Representatives are from the research com
munity, teaching, staff, students, and CACNE.  They work closely with facilities services.  Steve Titus is the director of Design and Construction for Facilities Services.

\par The important thing about the Master Plan community is that it's an opportunity t
o get people around the table to talk about UAF generally and the types of facilities that it has now and in the future.  Their task is to make recommendations to the Chancellor.  Members of the committee are appointed by the chancellor based on nominatio
ns from various groups.

\par Projects they have been involved in over the past few years include the West Ridge utilidor, design of the West Ridge Mall plaza, the West Ridge Research Building, the campus center for TVC, Hutchison Institute of Technology, and 
Bristol Bay campus addition.  Projects underway include:  University of 91ÊÓƵ Museum of the North, Thompson drive entrance (a DOT project), the new Biological Research and Diagnostic facility, Lena Point (SFOS-Juneau), and some additions to TVC center.  
Topics of discussion for potential new projects include:  the cornerstone plaza, Library, proposal for the Trosh Yeddha\rquote  park, expanded parking and development on West Ridge.

\par David Leone, Public Transportation Coordinator for the Fairbanks North Star Borough.  The borough is currently going through some transportation planning. They are work
ing with a variety of agencies to expand and coordinate better transportation services within the borough.  They find from survey conducted that 20-25% are on the bus routes that come to the UAF campus.  This shows a great demand for transportation to and
 
from the university campus.  The survey also indicates people would like more destinations.  They would also like to see the borough provide services later in the evening.  Especially for UAF campus or the Downtown Center where classes go until 10:00 p.m.
  As they look at the demands and requests of rider ship, there is a need to look at the expense of providing the services.  Currently the MAC service runs $60/hour per bus.

\par An idea they are look at is a program called UPASS.  There is a similar program 
in Anchorage at UAA in conjunction with APU as well.  This is a program whereby though fees collected or a subsidy provided by the university system that mass transit is provided free of charge to at least students if not faculty and staff.  The benefit o
f
 a program like that is that it helps the borough with additional source of revenue to look at expanded services.  This would not commence any earlier than Fall 2006.  It helps minimize some of the issue on campus for parking and circulation.  It helps pr
omote a valuable resource, which is mass transit in our community.  It is important to get rider ship.  That gets back to having appropriate routes and hours of service available for our rider ship.

ratio of higher grades in the CRA region as compared with UAF grade distribution as a whole. Discussion followed per as to why this might be resulting in the observation that more CRA students are adult and older than the traditional UAF student body and

ted that recent attendances to the Lilly Conference on College Teaching Excellence and the Council on Adult and Experiential Learning suggests that UAF may benefit from increased attention to best practices in college teaching. It was suggested that addit
ional training opportunities for faculty be made available including the possibility of a UAF sponsored workshop or conference. Larry agreed to take the lead in this target area for the committee this year.
