 Alliance has to do with the General Education Requirement (GER's) between the three MAU's.  There is a proposal out to get faculty together from the three campuses for a massive meeting to discuss the GER's.  In talking with Mark Box and the Administrati

e Committee we felt that would not be very productive because there are very strong philosophical differences between our Core approach to the humanities requirements and the general education requirement more a restricted menu approach.  We will start wi
t
h the Faculty Alliance becoming more aware of how difference units reach their conclusions.  We will look at what UAF has done and how they fit the aspirations we have for the Core.  Secondly, we need to discuss smaller issues that have more direct impact
, e.g., English treatment of AP and IB exams.  These criteria haven\rquote 
t been established, so what we want to do is get faculty from various department from the three campuses together to work out common ground rules on how to deal with these exams.  From thos
e discussions we can then move to discussion in terms of curricula and GER's.  Developmental Education may be another area that will need some discussion, especially with the distance courses, making sure there is common ground to make life easier for stu
dents to go between the campuses.

\par Something new is coming up with all the changes in retirement. Mike Humphreys and others a
t statewide are talking to a company called Emeriti to look at options for retirement health care.  They are looking at three options:  health savings account, health reimbursement, and voluntary employee benefit account (VEBA).  Emeriti has received inqu
iries from several hundred educational institutions and they are talking with Aetna to see if they can give a good rate.   The university will continue discussions to provide some kind of retirement health benefits.

\par Chancellor Jones announced that tomorrow they would be issuing an announcement for an internal UA search for a Vice Chancellor for Research.  Paul Reichardt will chair the committee.  Two members include Larry Duffy representing faculty, and Phyllis Mo
rrow from the administrative side.  The position description encompasses what the Chancellor's Director of Research is doing now plus the directors of IAB, ARSC, IARC, and GI will report to the position.   Five specific responsibilities include:  chair UA

's Research Working Group, serve as liaison to the systems Research Advisory Council, act as leader and coordinator of UAF's federal initiative process, will assist with faculty recruitment and retention and proposal matching requirements, and development
 
and maintenance of a close working relations with Provost on a range of issues including promotions, tenure recommendations, program reviews, academic decisions that impact both instructional and research programs.  The application period is open for five

\par A second item Chancellor Jones spoke about was the replacement for Paul Reichardt.  We will soon be launching a search for an Executive Vice Chancellor for Academic Affairs and Provost.   It will be the same as it is currently configured w
ith the exception of the direct reporting line of the four research institute directors.  The title is intended to reflect that this senior level position is the first among equals around the Chancellor's administrative table.  And we intend to clearly de
f
ine this positions role across UAF within academics affairs including academic oversight of CRCD.  The search committee will have co-chairs:  Paul Layer and Phyllis Morrow.  Chancellor Jones will meet with them to discuss committee make up.  We want to ha
ve the person selected so there is some overlap with Paul.

\par Anna Berge asked about the five-day internal search for the VCR.  Anupma Prakash spoke about the increase in upper level administrators, when we don\rquote t have funds for teaching faculty.  Chancellor
 Jones indicated that this position would be a replacement for Ted DeLaca at an elevated level.  Jane Weber seconded Anupma's comments.  Her impression is that we are getting top heavy while we are struggling to get faculty in our departments and enough o

\par The Senate finance subcommittee reported out $27 million for the university and Gary Wilkins has asked for a postponement for public comments to bring it up to full-funding level.

\par Psychology Ph.D. - Paul Reichardt indicated they have submitted a prospectus to the Northwest Commission.  
Every time the Board of Regents passes a new degree program or a modification to an existing program, they fill out a form, send it in to the Commission, and receive their blessing.  The Commission felt the prospectus as written did not clearly state that
 this was a UAF degree.  It was too each to read into it that this was an authorization for UAA to get into the doctorial business.  After negotiations, a revised statement has been submitted.  We are optimistic that it will be passed.

\par Institutional Accr
editation - Every 10 years the university goes through a self-study and a full-scale review for reaffirmation of accreditation.  At the five-year mark an interim report is made to the Commission.  It addressed two things:  recommendations that were made f
r
om the review and any significant changes in the institution as they relate to the accreditation standards.  A committee of nine people, chaired by Godwin Chukwu has been established and the will divide the work into six working groups.  The goal is that 
b
y the end of the semester to have rough outlines of the chapters of our report.  We will then write the first draft of the report over the summer and have it available on the web in mid-August.  We will then have just a few weeks to review it before it ha
s to be turned in.  Our site visit will be mid- to late October and we have to have the report in at least four weeks prior to that visit.

\par FY08 budget Development - Over the summer is when the system develops the FY08 budget request (07-08).  The budget 
that the Chancellor was talking about is the FY07 budget (July 06-June 07).  Over the summer will be the beginning stages of the FY08 budget request.  We have in place a Planning and Budget Committee as part of the process.  A week ago we got the response
s to a request for proposals from units.  There is now a list of over 80 proposals that total over $24 million.  Probably we will look at putting forward $6-8 million.  The Chancellor\rquote s Cabinet and Provost Council will also look at the list.

\par Space issue \endash 
 There is no more space on campus.  There are opportunities for space off-campus.  The Downtown Center presently has the Museum administration in it and they will be moving back on campus in early summer.  The Aurora building is a large warehouse off Aur
ora Drive.  The Wells Fargo space is currently occupied by the Office of Electronic Miniaturization.  We've asked Kathleen Schedler to look at those three spaces and tell use what kind of space is available and what costs are associated with them.  The Do
w
ntown Center is presently leased by the University until 2010 or 2011.  Ataur Chowdhury asked about a long term plans for more building on campus.  Paul Reichardt indicated that we have not gone through the next cycle for planning the Capital Budget, but 
o
n the top of list for the Fairbanks campus is a life science building on West Ridge.  This would free up two floors in the Butrovich Building.  The highest priority for space on lower campus is to finish the deferred maintenance project in the Fine Arts C
omplex.  There is a need to get the non-academic units off-campus.  That may incur some lease or rental costs.

\par Maya Salganek indicated that she is on her way to Juneau to meet with Staff Alliance.  They have a number of visits planned with legislators.

\par Staff Alliance has been keeping folks apprised about the change in the health care policy.  We are moving to a new pharmaceutical provider.  Maya indicated that she has received a letter from t
he state asking if she was interested in moving from Tier 3 to Tier 4.  From the university side there has been no discussion that the state is looking at this option.

\par Maya met with the Chancellor's Cabinet earlier this month and talked about communicat
ion issues.  There is no clear format in terms of who has access to our list-serve.  Or what kind of notes go out on it.  There is a need for guidelines for list-serves.

\par Staff Council passed the FIP's resolution at their last meeting.  They also approved a motion to change the Chancellor\rquote 
s Recognition award and created a second award for supervisors.  This is to highlight people that are serving as leaders on campus in a role as supervisor.  Only staff are eligible for the Staff Recognition Award, but bo
th staff and faculty are eligible for the Supervisor's Award.  Nominations are being accepted immediately and the awards will be given out at the Staff Appreciation Day on May 18.

\par Staff Council is looking at providing recommendations about the staff han
dbook.  There has been discussion about the need for it for accreditation purposes.  The Council feels very strongly about the need for a staff handbook.  They are advocating for both a printed manual and an on line version.

ct our enrollment.  Paul Reichardt indicated that we already have higher standard than the other MAUs.  The University of Montana experienced small declines in enrollment for a year or two and then their enrollments went above what they had before.  In Al
aska the reality is that most students in the urban cities choose to go to school close to home.  It becomes a question of access and our students are unwilling to move to pursue their secondary education.

n a conference she attended 3/9-3/11 in Phoenix put on by the Association of American Colleges and Universities. The focus was on assessment with multiple 3 hour hands-on workshops. She will provide information on program assessment to Susan Henrichs and 
assessment of students\rquote  prior learning to the rest of the committee (of course it is available to all faculty). The prior learning information is designed to help all faculty determine at the beginning of the semester their students\rquote 
 readiness for the course.

Conference on Teaching Excellence had 75 in attendance out of 80 registrants. The feedback was very good and the conference seemed to create a great deal of interest statewide. Much of the conference will be available in video format in a few months.

Discussion ensued about the feasibility of making this an annual conference. The cost this year was about $350.00 a person. Cont
inued funding from outside sources combined with more self support in the future may make this possible. To highlight the value received and encourage future attendees to pay a modest fee, it was suggested that a report be put together showing what this y
ears\rquote  participants received for the money spent.

Larry brought up an article provided by the Provost by Gray and Bergman addressing student evaluation of faculty. Members discussed the value of our current assessment forms and other options 
that may provide more useful and valid information (particularly information from the I.D.E.A. workshops). In addition, Joy suggested the committee propose that new faculty have peer evaluations of their classroom work conducted over a period of time. She
 offers that service, but would like to have more specifically qualified evaluators to increase the applied value of the feedback.

\par \tab Review of teaching by students and peer review of instruction are two key issues that need both committee and university dis
cussion and action. Therefore, the committee will address these issues holistically and bring a suggestion to the full senate perhaps by early fall 2006.
